I think you dont have to be married to have a concubine. It would depend on how the lady is going to be married into his family. Since he doesnt have any elders, it would be up to him whether the lady he's marrying is a concubine or wife. Or up to the lady and her family to convince him that the lady is worthy to be a wife.
Thing is ZL promised there will be no concubine at all. He has no plans. But the Wu family seems to be maneuvering so that ZL may be pressured by society rules that he's honor bound to marry Wu.

The problem with Yake is that she doesnt seem to have changed. There's no remorse to what she did. She still feels it was justified. She didnt seemed to have wised up during her stay in the capital.
