Yes, I would have liked it too. And of course I was craving for a scene with the lead couple finaly kissing. I guess they wanted to keep the tension up to the very end. You are right they could have done a lot behind close doors but it would be very dangerous. They say there are 3 things one can never hide : love, sickness and wealth. With all the spies around them, I guess they would have been caugh. Because when people realize their love, they cannot hide it. This is how I understand the director and the writers.

This is why the rainy scene is so beautiful. Duke Su wants to succumb to his impulses. But he is restraining himself. At some point, Xue Fang Fei teases him and he dodges again and again. Then she tell him :"you are not a man". Because XFF was a married woman, she has the experience of seducing a man and she tried everything. The guy didn't budge. The tension stays during all the show. But until the end Duke Su wants to protect Xue Fang Fei, it's to say he wants to keep his distance.
