She knows how dangerous and evil the emperor is and without breaking she would be the biggest YX weakness and only would bring him more suffering and put her family and friends into danger. I think as long as emperor is alive they have no chance to be together. The only option would be to fake an accident on the sea and flea abroad - somewhere he won't be able to find about their existence but HZ can't do it as she is the head of family and has first to redeem men.
