Which ep are you at? If you want spoiler, he was always smitten by her since beginning and the fake wedding on the fox story is the pivotal part where they both protected each other. So if you ask me, I would say he has fallen for her first very early. FL has fallen too but she is definitely not as aware of her feelings as she has a mission in mind.
