Thank you for this. I agree, her character only exists secondary to TLC. If you take him away, she doesn't exist. This may be a narrative choice to slowly give us information on her but as of 1/3 of the way through the drama her screentime has been much higher than what we actually know about her as an individual.
This is a huge pet peeve of mine when writing female characters. Zhong Chunji, we got a backstory for her. She exists and has a story outside of TLC. If you take TLC away, her backstory and the themes they provide for the audience still exist.
Similarly, Chi Yun and Shen Langhun are just TLC's followers. But they have pasts and desires outside of TLC. They have whole wives and ex-fiancees even! If you take TLC away they will continue doing what they were doing originally before they met him.

Do you know them personally? I find Ah Shui's writing boring and lame at the moment and it has nothing to do with her being in the way. Her "usefulness" is overblown and a lot of what she does is errand running while TLC makes the real plans. She would be much more interesting to me if we saw scenes of her doing things on her own (with her own agenda, not just listening to orders) and got a glimpse into her thought process outside of thinking of TLC. However, I am open to her role improving in the story and like the potential spy theories. I anticipate we will get a backstory for her later as well.
