After Liberation Day, the police are known as the People’s Liberation Army (PLA), where Shaobai and Zhengyang work. In short, Zhengyang and Shaobai are fighting for their nation, specifically Shanghai, because the Kuomintang wants to oppose the Communists as the ruling political party and sabotage the economy in Shanghai. As for Xu Wei, I initially thought he was working for Lanting because they were threatening him with his wife, but later in the story, it’s revealed that Xu Wei has been working for Lanting for several years.
